Construction quality expert Don Neff incorporated La Jolla Pacific, Ltd. in 1995 (dba LJP Construction Services). Based on his own innovative risk management strategies and previous experience as a homebuilder, he developed a comprehensive set of Third-Party QA services spanning pre, during, and post – construction phases. Through continuing QA innovations for the building industry, LJP remains at the forefront of the construction quality movement.
Neff continues to grow the company through technology, training, and expertise. Under his leadership, LJP Construction Services operates with integrity, forming long-term relationships serving clients from Miami to Hawaii and Seattle to Boston. LJP is a preferred service provider by US builders and property casualty underwriters–domestically and abroad.
Prior to creating the LJP family of companies, Mr. Neff was employed as a Project Manager and VP of Development at Woodcrest Development of Riverside, Inc. where he was directly involved in land acquisitions, entitlements, construction, sales and marketing, and warranty service for many communities throughout the Inland Empire of Southern California. At that time Woodcrest (with three divisions in Orange County, San Diego, and Riverside) was the fourth largest privately owned homebuilder in Southern California, building and selling 1500 homes per year.
Early in his career, Mr. Neff worked at Winthrop Financial Co, Inc. in Boston, MA within the Acquisitions Department as a Financial Analyst and Assistant Vice President, conducting the financial analysis leading to the acquisition of $50MM of citrus properties in South Florida. Winthrop was a large privately owned equity syndication company controlling 45,000 apartment units, hundreds of net leased properties and 5500 acres of productive citrus properties.
In the 1980’s, Mr. Neff worked at Consolidated Capital as a Vice President in the Land Acquisitions Department, recruited to secure engineering and land use entitlements on developable parcels nationwide for future sale to merchant builders. The following five large properties were developed – 80 acres in the Otay Mesa, near the San Ysidro Border Truck Crossing (between the U.S. and Mexico); 70 acres lying east of the Portland, Oregon airport; 70 acres in South Jordan, Utah; 300 acres in McKinney, Texas (north of Dallas); and 200 acres along the I-75 freeway near Naples, Florida.
Mr. Neff is active with the Building Association of South Florida (BASF), AGC of South Florida and California Building Industry Association (CBIA). While on the Board of Directors of the BIA/Orange County Chapter, he chaired the Construction Quality and Sustainable Building Committee organizing and moderating technical workshops and seminars for homebuilders, trade contractors, property managers, and other industry partners. Later he also served as a volunteer instructor for the following organizations– Home Builders Institute of the California Homebuilding Foundation—Superintendent training modules, NAHB Institute of Residential Marketing, “Advanced CSP” (Advanced Construction for Certified New Home Sales Professionals) for Sales and Marketing Councils in Southern California, University of California at Irvine/Extension—Construction Operations and Quality Assurance for the Light Construction and Development Management (LCDM) program.
Mr. Neff holds a master’s degree in City & Regional Planning from Harvard University, is a licensed California and Nevada General Building Contractor, and has completed the Expert Witness Certificate Program at California State University, Long Beach. His other credentials include LEED-AP, ICC Certified Building Inspector, ICC Certified Plans Examiner, Certified Green Building Professional, Qualified Stormwater Management Inspector issued by the Florida Department of Environmental Protection, SWPPP CSP, CESSWI and CPESC designations.
